WWII government rations. Glorious modern typography in depressing times.
During World War II, the United States government instituted mandatory rationing of many items, including fuel, gasoline, food, tires, cars, stoves, and footware. Rationing created a bureaucratic papertrail in various formats, which included coupons, booklets, certificates, and stamps.
